Urging Stronger Oversight of Cryptocurrency ATMs

Dear Representative,

I am writing to you today as a concerned constituent to urge you to support legislation that would impose stricter regulations on cryptocurrency ATMs operating within our state. These machines have become a preferred tool of scammers and fraudsters who prey upon vulnerable members of our community, and our current laws have not kept pace with this growing threat.

Cryptocurrency ATMs allow users to exchange cash for digital currency with little to no oversight. Unlike traditional financial institutions, these kiosks are largely unregulated, with minimal consumer protections, no meaningful transaction limits, and inadequate identity verification requirements. Scammers exploit these gaps by instructing their victims — often elderly individuals — to deposit cash directly into these machines, making the funds nearly impossible to trace or recover.

Reports from consumer protection agencies and law enforcement across the country confirm that cryptocurrency ATM fraud has risen sharply in recent years. Victims lose thousands of dollars in minutes, and the anonymous nature of these transactions leaves them with little recourse.

I am not asking for a ban on this technology. I understand that cryptocurrency has legitimate uses and that innovation must be allowed to flourish. However, reasonable safeguards are long overdue. I urge you to support a bill that would require cryptocurrency ATM operators to implement daily transaction limits, provide clear fraud warnings at the point of transaction, verify user identity through government-issued ID, and establish a consumer complaint and refund mechanism for fraud victims.

These are common-sense measures that would protect our most vulnerable neighbors without stifling the broader cryptocurrency industry. I hope I can count on your leadership on this issue.

Respectfully yours,

Urging a Complete Ban on Cryptocurrency ATMs

Dear Representative,

I am writing to you as a deeply concerned constituent to urge you to take bold action against cryptocurrency ATMs by supporting legislation to ban them entirely within our state. The evidence is clear: these machines serve as a primary vehicle for financial fraud and cause devastating, irreversible harm to ordinary people — particularly our elderly and most vulnerable residents.

Cryptocurrency ATMs are uniquely suited to criminal exploitation. They offer near-instant, anonymous transfers of cash into digital currency that is virtually impossible to recover once sent. Scammers routinely instruct their victims to use these machines to pay fake government fines, phony tech support fees, or fabricated emergency debts. The victims, often panicked and manipulated, comply — and lose their savings in moments.

The harm these machines cause is not a side effect; for many operators, fraud-driven transactions represent a significant portion of their business volume. Studies have shown that a large share of cryptocurrency ATM transactions are associated with scam activity. Half-measures such as transaction limits or warning labels have proven insufficient. Scammers adapt quickly, splitting transactions and coaching victims to ignore any on-screen warnings.

Legitimate cryptocurrency investors do not rely on street-corner kiosks. They use regulated exchanges with proper identity verification and consumer protections. The only population meaningfully served by cryptocurrency ATMs is the criminal ecosystem that has built itself around them.

Our state has a responsibility to protect its residents from financial predators. I urge you to champion legislation that would prohibit the operation of cryptocurrency ATMs within our borders. This would send a clear message that our state will not allow its citizens to be victimized by unaccountable financial technology that profits from fraud.

Respectfully yours,
